HELP ME PLEASE !! WD 1TB is not opening on my office PC but works on my personal laptop

Please help me.

I have no Idea, why WD 1TB is not working on office PC. Every time it's showing the drive can run faster.
HDD's lights blinks like normal, "eject icon" also shows on taskbar.

I have already tested Iobit Driver Booster and Russian 10.2GB Driver Pack, but the result is same.

Sorry to hear about the problems you're having with your drive. Unfortunately for some reason I'm unable to see the screenshots. Would you be so kind as to upload them on imgur.com and post the links again?
There shouldn't be any specific drivers required by the OS for the WD Elements drive, so I'd recommend that you uninstall it from Device Manager and reconnect the HDD so that Windows can install its drivers again, to see if that fixes the issue. Have you checked if the drive is recognized in Disk Management, it might need you to assign it a letter. Here's how to do that: How to change the drive letter assignment in Windows. However, if you have any doubts that the drive itself might have some sort of an issue, I'd recommend that you backup your data, just to be on the safe side and download DLG (Data Lifeguard Diagnostic) to test it. Dear Boogieman_WD, thanks for your concern. Please take a look again, I have updated the post with direct link of relevant screenshots and photos.
 
Try uninstalling the one that says "USB Mass Storage Device" and then reconnect the drive. This way Windows will install its drivers again. If it doesn't appear in Windows Explorer right away, check if it's recognized by Disk Management and if it is - try assigning it a new letter (you can check my first comment about info on how to do that).
