Restart your pc;
Press the boot button (it can be F2, F8, DELETE, it depens with mobo you use). Try find it in mobo manual.
Boot from DVD;
Click Install Windows;
Format your Primary partition;
Install Windows 8 on it;
Then do the windows updates to get Windows 8.1 for free.
What exactly is the problem? Are you able to boot from the DVD? Do you get to the installer? If so is there some error message?

If you are expecting to do an upgrade, I don't think Windows 8 will upgrade Windows Vista, you'll have to do a complete clean install which means you'll lose everything that's on the hard drive. So if there is anything on your system you need backed up, you need to do that before you proceed.

So some answers to the above questions will let us help you better.

Edit: Found this link confirming that a clean installation is required for Windows 8, no upgrade option.
