Will Far Cry 4 run at minimum or medium graphic settings on Intel Core i5 1.7 ghz, 4 gb ram, Nvidia Gt 740M (2 gb vram)?

It depends on whether the 740M is the DDR3 or GDDR5 version. Even so, I suspect the CPU will bottleneck performance anyway. The CPU you have is an ultra-low power version which is designed for efficiency, not intensive tasks.
Assuming that the games do launch you'll need to dial down the resolution substantially, and all of the advanced graphical settings will have to be disabled. Personally, I doubt you'll get that far.

Even at 1024x768 you would have to run at the lowest settings to get a playable fps.
