Sub-$250 PC build to run Linux on

I am trying to build a cheap PC for the sole purpose of running either Kali Linux, or Ubuntu Linux on. All I will be doing on the PC is learning how to program in C, and possibly learning some other programming languages that are easier to learn on Linux than Windows. I have my Windows computers for all of my general web browsing, and gaming needs, this computer is just for learning how to program in more languages than Java.

You don't need much, but that's a tight budget. The box I'm writing this on, is a Zotac CI-320, running Ubuntu 15.04. Newegg has the Zotac for about $130. Add 4 Gb for about $25, and a small SSD for about $40. That's under $200, but obviously no monitor/keyboard/mouse. I'm not sure how much you could save dropping down to a Bay Trail processor, and something like less memory won't save you that much.
