Brand new CPU does not heat up

Hey everybody!
I have just finished building a PC for my grandpa about an hour ago, however I'm facing some problems.
When I first powered it there was no signal on monitor, which led me think there was some problems with the connection. After some investigation I have decided to take off the CPU cooler and it does not heat up.
Some info:
1) Every part is brand new
2) Everything was bought from the same shop. Motherboard wasn't
3) All power cables are connected to motherboard.
4) Fans are working
5) Speaker does not produce any sound even when RAM is taken out. And yes speaker is installed correctly
6) CPU was bought without a box, in a plastic bag (OEM)

I know for sure that the problem is either in motherboard or CPU. But I can't afford replacing both. What do you think? Any help will be greatly appreciated.

I have only 24h to finish the build, before heading back home.

If the CPU came in a bag, the second thing I would look for is bent pins. The first thing I would check is if the seller is selling fake or defective CPUs; I've never heard of one coming in a plastic bag before.

What motherboard do you have, and which lights come on, go off, and stay on when power is applied? Are you sure that you have made all of the necessary power connections to the motherboard?

Alright, so I have reinstalled CPU in the socket. Now it actually does heat up. However there is still no aignal on the monitor. I'm so clueless.

The CPU has no pins at all, it is 1150 i3 4170
The plastic bag was antistatic btw

The full specs are:
i3 4170 OEM
Cooler Master 212 EVO
Asus B85M-G
Corsair Vs450
2Gb x 2 Samsung DDR3 RAM
WD 500 Gb Black
Samsung SSD 120 Gb 850 Evo

For somebody yes, for my grandpa no. He asked me to do it and I could't refuse to do so.
It does not matter now let's solve the current problem
