First make sure there is no disks in the optical drive or USB drives attached when you are turning it on.
Go into the BIOS and see if the hard drive is seen, if it is, check to see if the BIOS had a diagnostic option to scan the drive for errors.
If the drive is not seen, reseat the drive and try again. You should also set the BIOS to defaults, that may help if the drive type was changed by accident, once Windows is installed if the drive type is changed from AHCI to ATA or vice versa, the system won't boot.
After that, if it does not boot or the drive is not seen, you need to get a new hard drive and install Windows on that. You can remove yours and try to get your files from it using an external enclosure.
