First PC Build, having issues with GPU

So, I started building my first PC, and it all seemed to have went smoothly, everything is working fine, except for one thing: My GPU (AMD Radeon R290). I've spent hours looking for different solutions:

  • Using Display Driver Uninstaller to uninstall the drivers and reinstalling different versions
    Installing the drivers that came with the card
    Booting into safe mode and retrying the above
    Unplugging and plugging both the 8- and 6-pin cables, from both the GPU and the PSU
    Removing the GPU entirely and putting it back in
    Updating drivers for all of my other hardware
    Turning it all off and back on
    Leaving it alone overnight with the PSU off and the cable unplugged
    Asking nicely
    Begging it to work
Windows definitely has detected that the GPU is installed, and when I open my case to check, I can see the fans spinning so I'm sure it has power, but if I open AMD Catalyst, it doesn't give me any control over the card, and if I open the Device Manager, it shows that there was a problem with my AMD Radeon R9 200 Series Adapter. "Windows has stopped this device because it has reported problems. (Code 43)"
Occasionally, when I reinstall the drivers, it says that my device is working properly, and the resources tab will show me that it's using resources, but when I check AMD System Monitor, it shows zero activity with my GPU, and if I try to launch a game, it uses my integrated graphics. On top of that, if my GPU turns off at any point (whether by me disabling it in Device Manager or by me restarting my PC), it returns to having being Code 43. Is there anyway I can get something more detailed than "it has reported problems" so that I can figure out what's wrong? And would this be a software issue of any kind? At this point I'm thinking that it's a hardware issue, which is worrying to me because this is my first PC build and I've been stressing over this issue for hours now.

  • CPU: Intel Core i5-4460 3.1GHz Quad-Core
    Motherboard: Gigabyte GA-H81M-S2H Micro ATX LGA1150
    Memory: 8GB DDR3-1600
    Storage: OCZ ARC 100 120GB 2.5" SSD; Seagate Barracuda 1TB 3.5" HDD
    GPU: PowerColor Radeon R9 290 4GB TurboDuo
    Power Supply: SeaSonic S12II 650W
Are there any possible solutions I may have missed? Or is this definitely a hardware issue, and how could I go about fixing it? Thanks in advance.

Edit: I've managed to get the GPU working, to an extent. Now I'm having issues where it'll randomly shut off if I try to use any 3D application (so far I've tried Assassin's Creed IV, Fallout: New Vegas, and Unigine Heaven. With Unigine heaven I can get to about halfway through the benchmark.)
