Palit GTX 660 2GB is running very hot and loud

Hello, I have had my PC for around a year and a half and have had this problem since about 6 months ago but didn't really come to realize its severity till now. When playing less demanding titles like Minecraft and Call of Duty I notice my fans go to full blast immediately. I go to check this in MSI Afterburner and it says my GPU has a temperature of 70-80°. I'm getting around 120 frames in these games. I have no idea why this is happening. The fan is also like a jet engine on this card so it is very irritating when I hear it whining in the background. I did lock my fan speed once but the computer shut off which I suspect it must have overheated. I have around 4 fans on my case which should be more than enough to cool the system. I was wandering if there are any solutions to this or suggestions.

RAM : 8GB 1600Mhz
GPU : Palit GTX 660
SSD : Samsung EVO 256Gb (I run my operating system off this)
HDD : (Toshiba Something) 1Tb
PSU : Corsair VS450
Case : IN WIN GT1
