USB ports powered on Shutdown

So I have the ASRock Z77 Extreme4 Motherboard and I noticed the lights on my USB powered devices were still on. How do I go on about disabling this feature? Is there anything I can disable/enable in this Motherboard's BIOS? It is getting annoying to manually switch of the PSU because I hate this feature.

I'm Davis from ASRock HQ TSD.

1.Please refer below steps to setup in BIOS.
Press Del or F2 when booting up to enter BIOS > Advanced > Chipset Configuration > Deep Sleep(change it to "enable in S5" or "enable in S4-S5")
2.If you are using Windows8 or later OS, please refer below steps to change OS shut down behavior from S4 to S5 as well.
In Control Panel, open the Power Options item. > Click the Choose what the power buttons do link. > Clear the Turn on fast startup (recommended) check box. > Click Save Settings.

I have the 990FX killer mobo and in the BIOS under : Advanced/ ACPI configuration there is an option called "USB Phy Power Down" setting. This allows certain USB devises to be charged even when the PC is off. But a side effect is that a mouse that has LED lights will remain illuminated even when the PC is off. Change it to "Enabled" and the USB ports will be powered down when the PC is off. But you wont be able to charge your phone unless the PC is on. Older versions of your bios didn't have that option but maybe updated versions do?
