I NEED A MONITOR!

Im not going over 650 bucks (thats my budget) I just need a PC that can run games at the PS4s settings but with greater frame rates for 650 USD or less if possible. This will be my first build! I always try to make my own but I end up like 400 dollars above my budget!

That would not be better than a ps4. You need to downgrade to an i3 and upgrade your graphics card to a r9 280

the i3 only has 2 cores though and the reccomended is 4

I think it will be fine since it has hyperthreading on the i3. You can also go with the AMD 6 core, which is a little cheaper and performs about the same as the i3 on GTA V and other games that have good multi threading

Yes the AMD 6 Core will be decent for mid range. And the r9 280 will be better than the ps4

No you will not have to, although you have the option to with this cpu. I would recommend an aftermarket cooler if you do though.
