Every program says my memory is clocked at 1066Mhz

The easy way to think about it is that DDR runs at double the speed. Some programs report DDR3 1600 as running at 800MHz and DDR3 1066 running at 533MHz. It reports yours running at 1066 because it is actually double that-just like your bios says it is.
