Hi there browsed the site for a long time but only decided to ask this since I'm getting extremely concerned, the problem is basically as the title says, My temps for my processor are pushing 45-55 whilst I'm idle and doing basically nothing on my pc whilst when I'm playing games such as league of legends or borderlands 2 the temp is pushing very high 60's low 70's I haven't overclocked my cpu and I have taken it out a couple of times to get dust off it. I am quite poor so I can't afford an extravagant cooling system and I usually just have my case open whilst my cpu fan points outward. Do I need to reapply some heatpaste or is there another reason why my cpu is getting extremely hot? if you guys could throw some help my way or need any extra info that'd be great

Also even when I'm running a computer scan and a de-fragmentation the temp is sitting at 65 degrees celsius.

If you removed the heat sink from the CPU and never cleaned off the old TIM, that may well be the problem. Once you remove the heat sink from the CPU, you introduce microscopic air bubbles into the thermal paste (TIM). Air is a poor conductor of thermal energy. Remove it again and clean off the old TIM with proper cleaner and apply new TIM. Just a tiny dab in the center of the CPU. No need to spread it. The pressure and heat will spread it for you.
