Timer Resolution - Placebo effect or real performance boost?

So I was looking for a "fix" for Crysis 3 because even though its 2-3 years old game, it makes my PC cry. So I came up with this, timer resolution. People have said (there is even a video showing this programs performance boost) that it helps a lot with the CPU performance for badly written games like Crysis 3, giving up to 30% FPS boost. Is this real or a placebo-ish effect going on here? Should I use it or is it dangerous for my system? Thanks in advance!

on your current display settings with crysis 3 use fraps to benchmark to see if the Windows Default HPET setting or off. I think if your CPU is a Core 2 quad or better than it probably won't be worth it. i never thought to use it but just from reading it appears to have an impact on low performing intel processors. I mean Low like a Pentium 4 or something
Crysis 3 is very GPU and CPU intensive and very effective and finding a choke point whether it is your CPU or GPU. I would not go as far and say it is poorly written. In Fact Crysis 3 can scale down pretty well . Notice the differences in Medium to high settings, Textures and effects both.
