LAN doesn't work and computer won't shutdown

Recently our modem/router died and we had to get a new one. But after that died the LAN on my motherboard doesn't work anymore. When I try to find it my computer it says, there is no adapter or it may be in deep sleep. When I went into my bios to see if it was still good the ip comes up as N/A. But the other big problem I am having is now my computer will not shutdown. When I shut it down it only turns off for a split second then turns right back on. Other then that my computer works fine.
I have tried reseating my ram and graphics card. I also reset my CMOS, installed new drivers (but when i try that it can't find anything), and nothing has worked. I really don't care about the lan but I would really like to be able to shutdown my pc. I don't know what else to do.

Update: I think the problem with the computer turning off and on is the power button. When I disconnect it, I am able to shut it down.

The motherboard is a gigabyte GA-990FXA-UD3. I think rev 4

Soft-off by pressing the power button for 4 seconds should shut down the system but eventually an update will require a proper shut-down. In a older system a new LAN card would provide better performance but it's hardly worth it on yours. It helped on my 8-year old HTPC system. I've never heard of anyone recover from this situation without replacing the motherboard but I'd like to see it happen.

Regarding the power issue:
If the power switch is stuck, you'll need to replace it. (It may be something just that simple)

It could be that your BIOS settings are incorrect. Have you tried resetting using the the "optimal settings" option? (Usually on the last screen, where you save settings and exit) Be careful if your using RAID, you'll need to reconfigure your SATA setting back to RAID before you boot back into the OS.

Regarding the network adapter:
Check to make sure your network adapter is enabled in the BIOS. Some boards allow you turn off the adapter in the BIOS, making it invisible to some OSes.


It could also be that the board is slowly failing. If the network adapter failed and the power settings are acting strange, it may not be long before it goes completely.
 
There's a possibility the motherboard was damaged when the router failed; that would at least explain the LAN issue.

Being optimistic it may be worth spending $25 on an Intel LAN card like I did. After I got a new system, the oldest was not detected or had issues with connectivity. It seemed everyone would suspect the router but it was only a year old. I added a switch to distribute the load differently and keep another device connected. No better. Added the card, disabled the old one and checked performance with the Windows Performance Monitor. The results are informative enough to show the new card performs as well as the newer motherboard LANs.
Systems adjust to everything including traffic for optimization and can adversely affect some components. That can stress some devices, pushing them to fail. The periodic error spikes of wireless are particularly bad, placing much more demand on a router to process a ton of garbage.
It is possible a system can recover through readjustment. You can even get a cheap LAN card but I wouldn't in your case and can't say anything about the performance of one. My cheap wireless card was informative but it could have poor performance. My 8-year old system is now a solid workhorse for HTPC though I had written it off about 5 years ago due to a loss of hard drive, PS and graphics card. Another card performed poorly. I finally put a less power demanding graphics card in.

I had the same problem. After surge, modem and router is dead, my pc won't shutdown from the start menu. It keep restart and my on board LAN no LED light blinking. Device manager not detect it also. Try to reset CMOS and leave everything for longer time, still not working. Bought PCIE LAN card, installed and Internet is on back, but still pc won't shutdown properly.

Bought new motherboard. Problem resolved.
Old motherboard: GIGABYTE GA- H61MA-D2V running on Win 7 (over warranty)
New board: ASUS H61M-K running on Win 10.
