GTA V stutters while driving

Hi all first let me start off by listing my hardware specs.

Hardware

1. Intel Core i3 540 2 cores, 4 Hyperthreads at 3.06 Ghz
2. 2*2GB=4 GB of dual channel DDR3 RAM at 1333Mhz
3. Saphire AMD Radeon R9 270 OC at 980, 1400
4 1366*768 single monitor

Software

1. Win 7 ultimate updated to the latest release
2. Catalyst Control 15.6 beta

Issue

I have dialed down the graphics to 800*600 resolution and everything else is also at normal yet the problem with stuttering and frame drops while driving persists. Please help me out guys, it's a real bummer because Witcher 3 played really well(at High no less!!) and I'd really like to try my hand at GTA V.

Go to game-debate.com (link above), set up the free profile, plug in your hardware, & set the resolution to 1366x768. It'll recommend what settings you can play at.

However...since you have a low-end pseudo-quad CPU & the bare minimum of RAM, your CPU & RAM are going to hold you back. And since your current CPU is very old (Westmere/LGA 1156), you're probably right about having issues finding a CPU replacement.

However...even higher-end machines have stutter & FPS drops in the same situations, so upgrading won't eliminate the problem...but it can get you a level where, with v-sync, you won't notice the difference. For right now, turn down the details & resolution (might not be a bad idea to go down to 1280x720), & save up for a new...

If you would see my OP, I play at the bare minimum of settings. 800*600 resolution and everything turned down to normal yet I have stutters while driving. Could you please help me out with that?
