Okay, this is a stupid question, but necessary: do you have the normal fonts installed? Verdana, Arial, etc.?

Edit: To access the list of fonts installed, go to control panel > Appearance and Personalization > Fonts

or you have selected custom font to be used by default.
Look in settings, advanced, web content customize fonts

Defaults seem to be:
Times New Roman 16
Times New Roman 16
Arial 16
Consolas

but if that is the problem, you can also most likely find out how to reset it on the google

Admirable
Open chrome
Click the symbol at the top right (looks like 3 horizontal lines)
Settings
Select show advanced settings
Go to the web content area, and select page zoom
Adjust the zoom and save settings

Otherwise, I would try to reinstall your web browser

Try another web browser. If the problem doesn't happen with another web browser, I would go into the chrome settings and look for/disable hardware acceleration. Reopen chrome afterwards

I have reset them back to default, didn't seem to work.

well, if the fonts are same, other possible reason might be that you've set sharpness setting on display (If it has it, some have) to too high, I think default is normally like 50 out of 100 and fonts usually go way sharp like your screenshot at around 60.

That should affect ALL fonts on computer though
