i7 4790k (Haswell 22nm) running idle at 56-58C. (Prime 95 max temp. 97C) Please help :(

I got my PC built by chillblast, I have an i7 4790k haswell 22nm verison which runs at 56-58C idle. I decided to do a prime95 test and it went to 95C so i stopped the test. I have 2 fans on the front, and a Corsair Hydro Series H75 (liquid cooler) and artic silver 5 thermal paste. If anyone could help me, that would be deeply appreciated :)

Voltage: 1.221 V
Speed: 2399.49 MHz
MoBo: Gigabyte Z97X Gaming Edition
 


That voltage is low. The CPU speed is relatively slow. These are NOT the problem.

Remove your waterblock, reapply paste and try again.

Another possibility is that the water pump is not working. Can you hear it or feel it running? Does the outlet tube from the waterblock feel warm?

I can hear it and feel it, it's also quite warm, any ideas?
 


Have you double checked your wiring connections? As I recall the pump connects to the CPU Fan header and the radiator fans connect to the waterblock?

Is there a setting in the bios keeping the fan header the pump is plugged into from running at full speed? Maybe set to a 'quiet' setting more common for fans? I've heard some people get improved performance when they change that setting and get their pump running to full speed. Otherwise maybe a reinstall of the water block with fresh paste. That's definitely way too hot and like Y0GI said the voltages don't appear to be the problem. If it's running at 2.4ghz when idling, then it's downclocking properly with no load, 56-58c seems way to hot for idle and whatever is causing it is also likely causing the extremely high temps under stress.

I cranked up the fan speeds on the BIOS, getting around 40C, thank you so much to anyone who posted here. Are there any other things I can tweak in the BIOS to lower temps?
