Sapphire Radeon R7 260x 2gb ddr5 is under performing

i recently got a new sapphire radeon r7 260x and when i hooked it up it is under performing drastically.
idk if this is a faulty card or if something on my computer is holding it back

Pc Specs:

PSU- EVGA 430W 80 plus certified
CPU- Amd Athlon 5350
GPU- Sapphire radeon r7 260x 2gb ddr5
Mobo-Gigabyte ga-am1h-s2h
Ram-4gb crucial ballistix sport
HDD-1tb western digital

Unless you have a fake, you are using a "regular" R7 260x. Your FPS are what you can expect considering your CPU. You won't get much better no matter what GPU you use. If someone claims "great" FPS using an Athlon 5330, they are lying. You can expect around 30fps depending on the game, your resolution, and your settings. I looked up a video of BF4 made using a similar setup. It was better than a slideshow, but not by much. FPS looked like they were in the 20s and lower.

Do you think if i got the base level 260x that it will run better on my computer
 


60fps would be possible with a decent CPU: my estimate tries to account for the low power CPU.

Also, compared to the rest of the system 4GB of RAM is not holding anything back. Only a few games require more than 4GB of RAM to run at low/medium settings and they wouldn't run at all on this system regardless of how much RAM there was.

I am getting 22-26 fps on heroes and generals with all settings at low and 40 fps on minecraft low settings even though i see people with thae same specs but they get great fps even in bf4
