So I originally had IE11 disabled on Win8.1.
But after realising that because of this, that I wasn't getting the "get windows 10" icon on my taskbar.
SO I enabled it again, but it wouldn't open- it opened chrome instead.
Found out this was because of a third party app and it messed up the registry.
After doing what they said in regedit.exe- to change
HKEY_CLASSES_ROOT\Microsoft.InternetExplorer.Default\.exe\shell\open\command
back to iexplorer.exe's path instead of chromes.
When I now open internet explorer through the start menu, it does NOTHING and when I open it through Start8 (the start bar), i get this error message.

BUT when I open iexploer.exe, the program works perfectly fine.
I feel that this is affecting my ability to still not be able to install windows 10
EDIT: No worries! Found a way to finally reserve win10 after hours of looking and trying, so my use for IE is naught now!
