My CPU fan is moving too slowly

I am new to the whole PC world, and I have heard of software called SpeedFan. My CPU is too hot (about 45 degrees) at idle and I was wondering what I could do in the software (and how to do it) to get it to run cooler. My cooler is absolutely silent so it won't hurt to turn it up a bit.
 
Solution
The CPU cooler is controlled via PWM. You could go into your BIOS and set the CPU_Fan mode to high performance or something. The stock cooler isn't all that great either. What are your temperatures under load?

When I start to put the CPU under load, the fan ramps up to a much higher speed and keeps the temperature under 50 degrees, but anything under that and the fan simply doesn't spin.

Question, why would it hurt to have a quieter CPU at idle? 45C for idle is kinda high but if it's under 50C at load, there shouldn't be any issue. You have a good amount of room before the CPU starts throttling.

My CPU has locked itself at 1.4 GHz for some reason... What kind of temperature can the CPU get to before damage starts being done to it? I mean what temperature is ok for the CPU to be at all day?

If not mistaken, it's recommended to stay below 62C with FX CPUs. As for the 1.4Ghz speed, it could be some BIOS power saving features.
