What is Sapphire R9 280 TDP?

is 600W (Corsair CX600) enough to for sapphire R9 280?
im using i5 4690k (none overclocked) on Asus Z97 motherboard and 2x1TB HDD and 2x 120mm Fans and a CPU Liquid cooler (CM Seidon 120V V2) and an SSD
also another important question, i know GTX 960 performs better than a R9 280, but is it worth paying 40$ more for a 2GB GTX 960 than a R9 280 3GB? and is it a good upgrade from asus HD 7850 DCU2 VER2 to Sapphire R9 280 or GTX 960?

Naw, a R9 280 is a 7950 rebranded; you won't see a HUGE increase in performance.
Honestly the R9 390 is a beast, i just got one and it blows my crossfired 6850's out of the water.

The TDP for the R9 280 is actually a bit lower than your 7850 i believe; so it wouldn't be a problem.
If you wanted to go for a more substantial upgrade though you'd probably be better off looking at a bigger power supply, but it could be fine - you're right on the edge.
