USB TV Tuner driver causing BSOD

I recently upgraded my PC to an i5 Haswell chip from a first-gen i5. I believe my USB TV Tuner is causing it to be unable to enter the low power states (c6/c7). When I have it plugged in and leave my PC on, I come back, press the power button, and get the "this computer did not shut down properly" screen. I have only seen the actual BSOD happen once and it says "DRIVER_STATE_FAILURE." I have unplugged all the USB devices one at a time and this definitely seems to be the culprit. I took it out permanently and the BSODs have stopped.

My question is, does anybody know what I can do to get this to stop happening besides update the drivers? It is already all the way up to date. Is there a Windows setting I can change somewhere? It was really convenient to let my computer go to sleep and just wake up whenever I needed to record something. Although I guess this may be moot once Windows 10 comes out, but for now I'd like to still be able to leave the tuner in.

It's an HP branded Tuner, but it's actually a Hauppage USB stick. I am using Windows 7 Pro.

tell windows not to power down your USB ports. You can google that or maybe look here:

check the power management for the hub, and make sure windows does not power down the USB hub.

Well, I did that option for everything that said Hub.#001 or whatever. In deep sleep, the light on the tuner is still on, so it's not powered off, I wouldn't think. I still get the unexpected shut down screen when I power back up, though.
