I need to know what to change to be able to play high to ultra settings with this computer build.
 
i3 + 750ti will do WoW on high to ultra, the 3258 wont have enough muscle for it.

Should ditch the wifi adapter, especially a usb one. Get a tp-link av500 powerline network adapter. That will work far better then wifi for gaming, in both mbps and more importantly in ping/latency.

Would get a different PSU as you can get better quality for the same price or cheaper, also the case is very cheap/low end.
 
For WoW an i3 is fully sufficient and will play high/ultra with no issues.

An i3 4160 will work nicely with your h97 board.

Now if you can afford it, getting an i5 4460 now would cost you a lot less in the long run then getting an i3 now and then buying an i5 latter when the i3 no longer satisfies your gaming needs (i3 4160 is around $120 USD and i5 4460 is $170-180)
