Would I be able to run 3 monitors like this: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

off a desktop like this: http://www.tigerdirect.com/applications/SearchTools/ite...

with 500w power supply and vga, hdmi and dvi jack?

The power supply in your PC has nothing to do with the monitors.

How much are you willing to spend on a PC, and do you want to build it yourself (which either saves you alot of money, or gets you a way better for the same money) Or do you want to buy it from a store.

Are you willing to build one yourself? I would really really recommend it. There are tons of detailed tutorials on how to do it on youtube. For 500$ you can get a way better PC than that. (if you build one yourself which is damn easy)

To answer your question, yes it can run 3 monitors. The tigerdirect link, the newegg link is broken.

However if you do decide to build one yourself ive listed the parts below (which are way more powerfull than what you would get when buying the PC you linked.

It does not include an OS however, if you need one ill have to go with some cheaper parts, but still better parts than a pre-build one.
