Sounds like possibly a bent heat sink that is touching the fan on the GPU, or the heat sink may not be seated on the graphics card correctly creating movement (noise in your case).
You may only notice when the fan kicks on high.
I would consider RMA the video card for that reason.
Are you sure that a cable isn't touching the fan?
