How do you install Graphics Card & Motherboard drivers, and Windows 8.1 with a USB?

I may have asked this before, but in a slightly dumb way since I didn't elaborate at all.

I still haven't gotten all my parts delivered to my house, but I'd rather worry about this and figure it all out before I am overwhelmed with parts and no clue of doing what. This is also my first build so I'm confused as dicks.

Here's to a load of questions:
How do you install the graphic and motherboard drivers without an optical drive?
Do I need the disc or are there drivers out there for both the motherboard and GPU on the internet that I can download to a USB and stick it into my new PC?
If so, what order does it go in? Motherboard first or GPU drivers?

Here is my video card and motherboard if anyone wants to help me out..
Video card: Sapphire Radeon R9 280 3GB Dual-X V
Motherboard: Gigabyte GA-F2A88XM-D3H Micro ATX FM2+

Now to the Windows 8.1 stuff:
I can buy an 8.1 key on G2A for like $30 and that's as much as I can pay since I blew out most of my money on the PC parts. Anyways, how do I use this key to insert it into a USB stick and make it all function into a brand new computer?

I already have Windows 8.1 on the laptop I'm currently using so I don't know how to move any Windows files to another computer.
Or is there any way I can access wherever you activate the Windows 8.1 key on my new computer without a USB?

You can create a Window 8.1 Installer on a USB:
http://windows.microsoft.com/en-GB/windows-8/create-reset-refresh-media

Yes you can download the installers for the drivers onto a USB.
Install windows first, then motherboard drivers, graphic card drivers and then antivirus software and any other programs you wish to use. Remember to update windows

Thanks for the driver info!
With the windows installer, which would be recommended? Saving the installation file to the USB flash drive or saving it into an ISO file and moving that file onto the flash drive or am I overcomplicating things?

Yeah, I figured. Is Rufus like the Windows installer that Suztera linked, but made from some other party?
 


The one I linked will automatically out the ISO file onto the USB and make it bootable if you choose to install it on the USB option. You won't have to to use Rufus via this method.
