Having some type of CPU/motherboard miscommunication, programs are running slow and programs are giving different information.

I've been having this problem on this computer for a while and it's quite hard to explain. I usually let my brother use it but he doesn't seem to be downloading anything and nothing knew has been installed, I thought I fixed the problem but it turns out I was wrong.

Basically programs are running very slowly, some slower than others for some reason though. For example, on Kerbal Space Program I was probably getting about 20-30 fps on low settings but on minecraft I was getting about 1-2 fps. Also the problem seems to be CPU oriented since playing minecraft gave around 100% cpu usage. Usually this laptop can get about 40 fps on the same settings.

Anyways here are some of the stranger parts, for one different programs are giving different information and clock rates. core temp and the intel turbo boost technology monitor were reporting the cpu at 800mhz, however other programs such as cpu id and intel power gadget said it was about 2500 mhz.

If you want to know here are some things I already tried doing.
- Virus scans with malwarbytes and combofix
- system repair
- system restore
- cc cleaner
- tweaking (which contains registry fixing tools and other things, after I used this the problem seemed to go away for a few days)
- adwcleaner
- CPU temps are fine and it's not or should not be throttling
- Resetting bios to default state
- completely turning off intel speed step

Anyways like I said after using tweaking.com its seemed like the problem went away for a few days, however apparently it just randomly came back again. I'm not sure if this even fixed anything. I'm kind of loss at what I should do now.

Seems like the problem is fixed for now. I removed the battery and now it is working as intended, it seems like before it was only running at 800mhz, now the turbo boost monitor shows that speed step is working and performance reflects this.
