What is the optimal specs for a Minecraft server.

I'm looking for a dedicated Minecraft server, am wondering what the best build would be. the budget is 300-400 USD. I would run Voltz or Tekkit sometimes. Most of the time it would run 24/7. The max amount of people on at a time would be 15

Approximate Purchase Date: Not sure, probably in two or so months.
Budget Range: $300-400, before rebates if possible.

System Usage from Most to Least Important: Hosting a Minecraft server.

Are you buying a monitor: No

Do you need to buy OS: I have a place to buy 20 dollar Windows 8 or Windows server.

Preferred Website(s) for Parts: Preferably Newegg, Amazon Etc.

Location: Orlando, Florida

Parts Preferences: Mini ITX, or something small.

Overclocking: No

SLI or Crossfire: Nope

Your Monitor Resolution: I probably wouldn't even have it attached to a monitor at most times. I have a good place to put it.

And Most Importantly, Why Are You Upgrading: Paying for hosting is too expensive for my budget, and I have better things to do on my computer than host a server for everyone I know.
