Mistakenly setup AMD Overdrive to boot with unstable CPU overclock. Need help to reset.

I've been trying to overclock my FX-8150. This was my first attempt at overclocking, and I let impatience get the better of me. My plan was to use AMD Overdrive to find a stable setting and then copy those settings in the BIOS. I've been using Prime95 to test stability, but I've been forgoing the part where you're supposed to run it for at least an hour on each setting. That seemed like overkill to me. Mistake #1.

Anyway, I thought I had found a stable setting: 4.5 GHz up from 3.6 GHz on 1.45V. (I've got a decent cooler.) Prime95 ran fine with it for a while, so I assumed it was safe. I set AMD Overdrive to boot with those settings. I assumed that setting was about the same as making a program run at startup. Mistake #2. Apparently, it alters CPU parameters at a more fundamental level than that. It's just not down to the level that a BIOS or CMOS reset can fix it, and I haven't been able to pinpoint where the alteration is. A system restore also didn't fix it.

As it sits now, Windows locks up a few seconds after getting to the login screen when booting normally. I can successfully boot to Safe Mode, but since an AMD CPU is not detected by the OS in that mode, AOD can't be opened and I can't undo the setting. Is there a driver I can reinstall, registry entry I can alter, config file I can edit, or something along those lines that can fix this? I've been looking into this for a while now, but the only solution I have is to just wipe out the drive and reinstall Windows. Even though it's a relatively fresh install (a few weeks old now), it would take at least a full day or 2 to get back up and running the way I had it. I'm really hoping there's a more elegant solution than that.

Relevant specs:
OS: Windows 7 on a pair of SSDs in RAID 0 (currently running Windows 10 off another drive, but it has no access to the 7 drive)
CPU: AMD FX-8150
Motherboard: ASRock 970 Extreme3

1. Boot from Last Known Good Configuration (F8 during startup).
2. Use System Restore to restore the OS to a point before the overclock was applied (F8 during startup).
3. Boot into Safe Mode and disable AMD Overdrive from starting at boot (Control Panel > Administrative Tools > System Configuration > Startup tab).

Solved it. I had already tried all 3 of your solutions to no avail, but the 3rd reminded me of another set of software that starts at boot, the Services (Control Panel > Administrative Tools > Services). I found one named AOD Assistant that was starting automatically. I disabled it and that allowed me to boot into Windows without issue.

The problem at that point was that AOD would crash if I attempted to start it. The solution to that was also pretty easy. I just went to:
Users > UserName > AppData > Local > ATI > ACE
I deleted everything there and AOD started with fresh settings.
