No boot after new GPU install - GPU fans do spin

I recently purchased an R9 290x to replace my two GTX 550ti cards, but after installing the new card I discovered I can't even get to the BIOS screen. When powering on, all fans spin up including GPU fans and the little LEDs on the card corresponding to the 6+2 and 6-pin power connections light up green (they are red if you forget to plug in the power cords). I never get any video signal (my monitor goes directly to sleep mode) and my keyboard and mouse aren't lit up either.

I double-checked all power cords, I made sure the card was seated well, I tried both DVI ports, I tried moving the card to another PCIe slot, I tried resetting CMOS, but still the same non-boot occurred. My system works perfectly with one or both of my old 550s installed and there is no on-board graphics. Also, I don't have another system to try the new card in.

I'm about to RMA the card but I figured I'd ask here first: is my new GPU DOA??

Mobo: MSI 990FXA-GD80
CPU: AMD Phenom II x6
PSU: Rosewill 750 watt bronze
1x optical drive
2x standard hard drives
GPU: ASUS Radeon R9 290x Direct CU II

Thank you for your response.
I did remove the old drivers but I didn't think you had to pre-install the new ones before plugging in the card. I'll try this when i get home. Also my friend is going to let me try the card in his rig. I'll update if anything works...
 
Yeah i didn't think i would have to either - usually windows detects basic display drivers and you can install proper ones from there.

Don't bring it to your friend's house! he is certainly going to say it doesn't work while he plays through Witcher 3 at Very High!!

The card worked in the other rig so I'm not going to have to RMA after all. But I still can't even get to BIOS in my rig. I installed the latest AMD drivers and everything too. Hmm going to think for a while...
 
What operating system is installed? I see three reasons why this usually occurs:

1) "secure boot" is enabled in the BIOS

2) power supply under wattage

3) BIOS needs updating

#2 seems unlikely in your case I would investigate option 1 and 3, in that order.
 
Install your old gpu, just one of them.

Use that old GPU to install your new drivers.

That old GPU is your key to getting display.

Once the new drivers are installed you'll be fine.

Secure boot could be a possibility but it would show bios and tell you, I highly doubt this is the case.

How can he expect you to update your bios when you can't get an image? I doubt it has anything to do with your bios at all.

So we had a power outage last night here! Today I entered the bios with my old card but I didn't see any "safe boot" in the bios settings. I switched to uefi-first but still no boot with the new card. My mobo normally makes one beep upon a successful post but it doesn't when the new card is installed. I'm not sure how to switch back to normal bios yet either so I haven't tried a bios update.
 


Then just boot with your old card and install the drivers for your new card.

THEN put in your new card.
