Need to build a PC for playing on dolphin and modern games

I want to build a pc for playing games on Dolphin Emulator and I also want to play modern games such as GTA V and The Witcher 3 in 720p.
I want to go for Intel cpu because I heard they are better than amd cpu.
I have a budget of around £700.

Capable of gaming at ultra settings in the latest AAA titles at 1080p. I would suggest a 1080p monitor with the remaining budget, or if you are only interested at playing at 720p this build could be cheaper.

This is probably the best you can do for under 700 quids! Also, does Dolphin even need much to run?
