My GPU doesn't go under base clock speed, is that normal?

Hi, I have the MSI GTX 980 4G Gaming, and the base clock speed is 1190Mhz.
when I open up the MSI gaming app and afterburner, It shows me that my clock speed is 1190 and It just stays that way even though I'm not playing anything, and I remember that in the past when I didn't play any games it showed 1190 and than started going down to 360Mhz.
So I don't know if that is normal or not.
Is my GPU supposed to go under the base clock?

1190Mhz is the highest point where your GPU can work without overclocking. When your GPU is not processing complex graphics then it downclocks itself and saves some energy as well as does not heat up, they are programmed that way so, It's completely normal.

but now it just stays on 1190Mhz it doesn't go beneath that.

yes I did, go to the nvidia control panel > Manage 3D settings and set power management mode to Adeptive :)
