Computer was not booting up. Got it too boot up and functions but back case fan running at 60 rpm.

Hi, so there was a storm in my area not too long ago and the next day i tried turning my computer on and noticed that my computer was making a lot less noise during start up and saw the back fan barely running.

I pulled out the power cord to my motherboard and re inserted all the ram and got it to run however the back fan still barely runs at 60rpm.
Also I been getting unbearable static noise from my audio output mostly when I play CS GO. I tried using different headphones and headset still no difference. The audio problem frequently occurred before the power related problem but it has definitely gotten extremely worse since.

I wanted to make sure if it was for sure a problem with my psu and if i should get a new one. And also if my audio problem is related to my power problem or a whole different problem of its own.

EDIT I switched power supply but I still get bad static noise when I play CS GO. Please help fix this unbearable static noise
