I want to build a PC with $1428. Are these components good enough?

Solution

First of all as i can see from the build you are a first time builder so u do not plan to overclock(the k at the end of the cpu mean that is able to overclock(overclock means getting the speed of the cpu up but is tricky)). I suggest a cpu like an i5 4460 or even an i5 4590,4690(the only real difference between those is at the price).
Secondly the motherboard is not compatible. You have to find a motherboard with the right LGA...

Your motherboard is not compatible with your CPU (socket). You need a motherboard that has socket LGA1150. i5 works best with 2 sticks of memory, anything beyond is stress to memory controller and could lead to system instabillity.
Just wondering, why didn't you go with i5 4690k, much easier to overclock, better heat elimination and newer.

You have to find a motherboard with the right LGA socket in this case need an LGA1150(almost with all i5 and i7).The motherboard should not be way too expensive nor way too cheep somethink like 100-150 at most is alright. Also all mother boards have a chip(like z97,z87 e.t.c) i have no suggestions here get whatever you think because at this market place (100-150) you will almsot certainly get a good chip. But rember only with the z97 chip you can overclock(but u need a cpu with a k at the end atleast for intel).
As far as memory is concerned only cpu's with LGA 2011-3 can get DDR4 memory so u need a DDR3, but dont worry the difference is negligible. I suggest you get a 2x8GB kit because when filling all the ram port's you put too much pressure on the memory controller. If you plan to game only on that pc i suggest you get only 8Gb (2x4GB) and save some money for the GPU.
The GPU you choose is one of least recomended choices beacause NVIDIA has limited the GTX 960 4Gb to perfomance of the 2GB version ( i mean you will see a difference but about 7 frames not that many ). The GPU's i suggest are the following in the orger i put them AMD R9 280< GTX 960( both 2 and 4Gb versions )<AMD R9 280X<GTX 970<GTX 980.(spent as much money as you can here). Ther brands i suggest are MSI, EVGA GIGABYTE and ASUS
And last but no least the psu should be a quality choice and at least 550 or more ( for the AMD GPU's 650watts or more)
http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html this link will help you choose the right PSU ( get somethink from tier 1,2or3)
For the optical driver get somethink simple if you do not plan to watch movies via cd(if you do get a blue ray)
and as for the case you have consider how big is the motherboard (atx, uatx, matx e.t.c) and find a compatible quality case.(i suggest somethink from corsair, NZXT, Bitfenix, coolermaster.
You do not need a cpu cooler the stock one will be fine if you do not plan to overclock.
The monitor should have a low response time unber 5ms and be atleast 1080p for the best expiriance, also if the monitor does not have build in spekers you should buy.
Sorry for eny spelling mistakes :)

I hope you find it helpfull
