Hi, I have the MSI GTX 980 Gaming 4G, and in the MSI gaming app it shows me that the clock speed is 1190 (The base clock speed of the GPU), even though I'm not playing anything...
Doesn't it supposed to go down lower than base clock when the PC isn't under load?
Thanks!

If you go to the Nvidia's Control Panel, then Manage 3D settings, under Global Settings tab, there is the Power management mode. It's either set to Adaptive or Prefer Maximum Performance. Setting it to the latter will keep it ramped up.

Anyway, that's the first place to look.

If it's already set to Adaptive, does a reboot help? Is anything hardware accelerated running at the time, like a browser?

Can a browser keep it at base clock speed?
I think Skype was running, and I will try all of the things you said and come back to you later.
thanks!

Yeah it can. I put it on Max Performance and the browser had it running full tilt. I specify Max Performance for the individual games, as needed.

So maybe it was Skype or something similar?

Was the setting at Max Performance?

I don't use Skype but I assume so. Versions 5.0 and higher use directx acceleration as far as I know.
