R7 260x and a hp w2207 monitor blank screen. (sort of)

I have a r7 260x hooked up to a hp w2207 monitor on a PC with windows 8.1. I am getting nothing most of the time. I did get the windows logo during a restart. The card is outputting hdmi to my tv perfectly. The monitor is hooked up with a DVI-D cable. The monitor works perfectly on a hp desktop via rgb cable. I have no idea wtf is going on. It seems impossible for anything to be defective because of the windows logo. and both devices running with other outputs. Any thoughts or advice? I'm Stuck here.

Update I actually get the Windows 8 start up logo every time I restart. I cannot access the on screen menu for the monitor. It displays dvi input as active.

The start up options screen where I choose things like low resolution mode or safe mode also displays on the monitor, but it goes blank again after regardless of what options I choose.

I think the new DVI cable I bought was a dud. Went to BestBuy Bought a HDMI to DVI cable and everything is working.
