It depends on which chipset he got. At most it will be dx10 class intel iGPU.

Explain "semi-decent". You did not mention render distance, particles, or other settings. Only "a low resolution", which also does not tell of anything.

My brother have a 32-bit notebook with dual core i3-4005U 1.7 ghz and hd 4400 integrated graphics (no graphics card) and is able to play ARK with lowest possible settings at 720p.

If there is really only the integraded graphics from a core 2 era motherboard than it's performance will be around a Radeon 9600 or Geforce 4 Ti if the's lucky.

So I would suggest maybe Half Life 1 or other games of the era around 1998-2001
