Intel i5 4430 Haswell at ~95°C under <25% load. I cannot identify the problem.

I just happened to open Core Temp and saw that my CPU temps were INSANE (98-99 C)when playing a simple source engine game, CS:GO. When under 10% load the cores are slightly over 70 C. This isn't normal right?

no it's not. to be sure, does the exhaust air off the cpu HSF feel hot to touch? 98-99c hot air should be very noticeable.

in addition to that, check your cooler assembly for any looseness or any discrepancy.

what are your full pc specs?

no that is not normal. make sure your heat sink is properly installed. make sure your cpu is correctly in the socket. make sure you dont put too much thermal compound on (typically a pea size).
