EDIT:
Found my own solution.

I was playing Killing Floor 2, using ReShade + SweetFX 2.0 and running MyImgur. My button combination for screenshots is Alt + F11, my run key is Shift. I ended up pushing all 3 and then suddenly one monitor goes black, another combo press and the other monitor does it when the first came back, then it seems to go back to normal. I think that's what I experienced, I was so confused that there maybe something else in that series of events from using the combo.

Anyways, now my game is all screwed up and when I start it my second monitor>>> turns off and when I alt tab the game goes into a weird window that I sometimes can't even interact with. Then the game KF2 starts to get so screwy when going back and forth that it will just end up a black screen and I have to end it's task.

Please, I've tried going through the key combo multiple times to fix it but it seems I've awoken a demon that won't be quelled. I just want my life to go back to normal.

I have Windows 7 64 bit. Here is my full system specs.

EDIT: It's doing the switching now with just Alt + F11. I still can't alt tab anymore, i can only alt+ f11 to make the game windowed.

Solution
Well, I figured out the problem and the solution. I had a sneaking suspicion of what it was due to when I was inside the main title screen of the game, and I hit the ESC button, it brought up gamma options somehow. Then I couldn't get out of there because ESC wouldn't work and other buttons were all mapped screwy.

I had an issue before with Dying Light trainer I was using, one of the cheats I tried would cause my keys to all remap themselves into weird configurations. I suspected my Intellitype Pro software for my X4 Sidewinder Microsoft keyboard.

Turns out to be the same issue again. For some reason, some key combinations will just cause things to remap and go screwy. I just uninstalled the Intellitype Pro and everything works fine...

It didn't work, because it was already set to extend. I already rebooted both the game and my PC as my first reaction to the issue.

Anyways, when I boot up the game now I can't Alt+Tab out, and when I do, the game will just freeze up and turn black, and then I have to right click on my mouse to make the game start working again. I have to do this many times before I can get out of the game and have my 2nd monitor work, but then the game just freezes up almost entirely.

It's almost like some weird state that it's been put in.

To be honest, it seems to be a Aero issue I'm experiencing. I've had issues with games hogging your monitor and turning off the second due to Aero, this game never did it before I used this key combination though. So I'd like to figure out here what I changed about the Aero behavior.

I've also tried deleting the game's steam content, then redownloading and installing it. That didn't help. I also tried launching another game, CS:GO and both monitors worked fine on that and the alt tabbing worked fine. So the issue is isolated to Killing Floor 2.

The reason my game wasn't showing two monitors was because somehow it had reverted from Borderless to Fullscreen. Changed that back and now I'm good.

Well, if anything, I think this is a very very good example of how shit Intellitype Pro is and that this is record that nobody should use that garbage.
