Adapted from turbopiki, the reasons for the different parts

-You will be running the CPU at full speed with encoding and uploading videos, this requirement gives rise to the need of a higher tier motherboard and cooler, the OEM cooler is not designed for continuous full load heat dispersion.

-Handling videos you need more storage than 1TB, the cost is low

-Essentially you are building a gaming workstation, having a more reliable/stable PSU will greatly increase the lifespan of your system, and reduce temps by supplying cleaner power to it.

Xibyth You completly ruined my build.

-Xeon E3 1226 v3 doesnt have hyperthreading so it the same as i5 only clocked lower(i5 is also cheaper and better), he needs extra threads for streaming and recording.
-Stock cooler is fine even at full load they wouldnt add that cooler if it wasnt strong enough, he cant OC Xeon so no need for aftermarket cooler except if he wants more silent PC.
-Why Z97 motherboard ? He cant OC Xeon and he didnt said anything about SLI, H97 is jsut fine
-Why did you go with way more expensive RAM ?
-Why did you pick SFX PSU ? and PSU i picked is very good quality is made by Seasonic and he will have some space for future upgrades

I was wondering if an amd fx 8350 would be good because of its 8 cores and its alot cheaper then something like an i5 would it be for streaming im new to pcs so still have that question amd or intel

If you are on a low budget and want to stream/record games FX series is a great choice but with your budget i would get XEON it will perform better in games if you will stream or not (FPS fall when streaming) my build is 1000$ and your budget is max 1500$ i tryed to keep to your preferred budget of 1000$ but if you want you can get AMD CPU but so you know in some games (without recording/streaimg) even i3 4160 beats fx-8350 because fx series CPUs have weak coreprice/performance and intel has less strong core and most games just want 2 strong cores but if you compare fx-8350 with i3 even lower end i5, when streaming FX will perform better but there is also one downside if you want to upgrade later from FX-8350 there really is not anything worth upgrading and it will never be because AM3+ socket is dead and AMD wont realese any new CPUs for that socket. So now decide my vote goes for XEON i think you will get better price/performance with XEON

And btw dont ever ask yourself Intel or AMD, thats how you become a fanboy. You need to ask yourself what will get me better price/performance, same goes for Nvidia vs AMD
