I turn on my computer. It says It failed to start up normally So I have two options. Launch repair or start normally. I tried launching repair numerous times but It failed. I tried to start up normally but a few seconds after the "Starting windows" pops up one of my fans stop running and it says there is no signal on the screen. Now I have been told this is the power supply but I want a concrete answer.

Try starting your PC in safe mode!
If this don't work remove one stick of memory and try your PC if that don't work remove that stick and install the other one.
This can also be caused by a bad or corrupt operating system.
I would look at the memory first.
For a concert answer it's not that easy and you really need to list all your hardware and OS when asking questions like that.

From your description so far I would not think PSU as the only possibility. Which fan stops running, is it a chassis fan, CPU heatsink fan, PSU or? What PSU is currently in your machine and what hardware is it running?
