Does my cpu or gpu bottleneck??

Hello i want to ask if my pc is bottlenecking on for example sniper elite 3 on ultra details it was nearly 80 celsius gpu and usage 100% which is good i think and in some games like attila total war usage like 40 to 50% and look at that cpu usage on is like 0% one other 30% so i dont know if its alright??? Please help me someone what do i need to do or how to fix it or any other useful info thank you for help.

Corsair Graphite 760T Black
Processor I7 4790k
PSU Corsair RM750
2x Msi gtx 970 SLI
Motherboard Asus Maximus VII Ranger
CPU cooler Noctua NH-U14S
8gb Ram Vengeance Pro 2133Mhz

When your GPU is not at full usage it means the game is not using it fully because of engine and optimization restrictions
It's COMPLETELY common that if you're using SLI you're not using it at 100%
It doesn't mean bottleneck, the game literally can't use more of your rig
I find it impossible to believe that an I7 could bottleneck anything

but i read on internet when in game you have not full usage of gpu it means it bottleneck so thats what I want to know what does happen with my system
