PCI 3.0 Graphics card running at only PCIe x16 1.1

I have an Asus GTX 770 that GPU-Z is reporting to be running only at a PCIe x16 1.1 speed. I have tried the render test and it does not change. I am getting 15 fps on BF4.

My specs are
i7-4790k
Gigabyte z97x-UD5H Black
Corsair Vengeance 16gb 1600 mhz ram
Samsung 840 Pro 256 gb SSD
Corsair AX760 PSU
H80i Cooler

I have tried everything, uninstalling drivers and reinstalling them clean, uninstalling 3d drivers and HDMI audio drivers, setting power to high performance, updating to the latest bios, but still no luck.

I am totally perplexed.
 
Solution
There might be something wrong with the card. Even stuck at ver 1.1 bandwidth, it should do better than 15 fps. Can you try another card?

okay so I played BF4 and surprisingly it played decently on a windowed 1920x1200 mode better than when in full screen.

The GPU never went over 37 C at 100% however I still don't think it's playing as well as it can compared to others who say they can play BF4 at over 60 fps on this card.

cpu temps? That can also cause low fps.

The CPU never went above 40C according to Afterburner even after 20 minutes of gameplay

That mobo has two pcie express slots, try the other one.

I just switched the card to the 8X PCI3 slot and GPU-Z just says x8 1.1 vs x16 1.1. I want to believe that the card itself is not working correctly.

Can you test the card in another computer?


Could also be power saving features, turn them off.

Go into windows power settings and turn off PCIe Link State Power Management.


Also go into the nvidia controls and make sure max performance is set.

I will try to test the card out on another unit but in the mean time I have tried both of your other options and still no luck
