"Enter Setup" leads to black screen with cursor stuck in middle

Hi this is my 2nd PC build and it has been far more frustrating than the first. I am trying to boot up the PC for the first time and I need to get into the BIOS setup menu so I can install Win7 onto my SSD.

I can get into the "boot menu" by pressing f11 however when I click "Enter Setup" to get to the rest of the BIOS menu I am greeted with a black screen with a cursor stuck floating in the middle of the darkness. The same thing happens if I press delete to go straight into the BIOS setup.

I have checked all of my connections. I have pressed the CLR CMOS button a couple of times. I have waited 20 minutes to see if the BIOS will come up. I have 4 G. Skill 8GB memory sticks installed. I tried taking two out and booting. Still didn't work. I had an HDD connected along with my M.2 SSD. I unplugged the HDD and booted. Nothing has worked. Dr. debug only displays an "A9". Please help :(

Solution
Try resetting the CMOS and start with a single stick of DRAM in slot 1, might also try using the on-board video rather than the GPU outputs
