I built a computer 2 years ago and the only game I playi is Cs:go. I play it pretty competitively so response time is important to me. I am on a budget of 700$ and am looking at upgrading my monitor to a Benq. http://shop.benq.us/xl2420z.html#review-list I like this one and the price. Is there anything this monitor doesn't have that I would need? Also with the left over 300 I was wondering if it would be worthwhile upgrading gpu/cpu. I don't really notice any frame issues but would the monitor and my game benefit from an upgrade. (I also do have another 24'' monitor that I will run as a second monitor for the pc). Thank you so much for reading here are my specs.

Specs:
I5-3570k
16gb ripjaw
R9 270

That is one of my questions as well. Is it more worthwhile to get a bother 270 and run sli instead of getting a new gpu.

Thanks again for any responses and sorry for the long post.

If you're playing competitively yes, a faster GPU is in order, you should, in my opinion be looking at 144FPS as the minimum rather than average frame rate here so although aGTX970/R9 290/R9 390 is overkill for those of us on 60Hz displays I'm not sure it would be out of order in your case.
I'll guess you already know about the other parts of the system that may influence the game such as the speed of your internet/lan connection and running the system as 'clean' as possible to prevent unwanted software from getting in the way.
There's no need at all to upgrade the CPU or memory.

No dont get other gpu your built is enough playing gta v at ultra and many other games inlunding witcher 3. The monitor is prety expensive though there are plenty of monitors out there 1080p for half price and response time is almost the same are you sure you want to spend 400$ on a monitor?

Benq are great monitors for the price btw, and the XL2420Z is amazing for that price point and you would not be disappointed at all in it. id definitely upgrade your gpu pesornally id get a 970 as its still best price/performance around and youll be able to fully utilise that 144hz monitor for CS:go (also the maxwell cards have DSR which is a nice bonus) and it will pair up perfectly with your 3570k which doesnt need upgrading at all!

I think I have my heart set on the monitor because of blue light, the stand, no motion blur, black enhancement etc. do you think its best to hold onto the 300 or should my current r9 270 work well?

Youre talking crap. A 270 will NOT run cs go at 144 fps. Whats the point of having a 144hz monior if hes not using it?

You need a better gpu if your using a 144hz monitor, if you play cs go competitively you need as many frames as possible! Use the 300$ to buy a 970 otherwise you might as well stick to a 1ms 60hz monitor because a 270 will NOT run cs go at 140 fps trust me on that
