Graphics card fans no longer spinning up

Hello everyone,
I own the gtx 770 4gb ftw edition and today when I was playing Far Cry 3 blood dragon the fan was going at about 80% speed and my gpu was at about 80 degrees Celsius(my case has terrible airflow), when suddenly I heard the fans slow down all the way to lowest rpm possible which is about 1200 rpm. The fan speeds dropped dramatically and suddenly from about 2800 rpm to 1200 rpm and ever since then, the fans no longer spin faster than 1200 rpm. I tried using msi afterburner and evga precision x to ramp up the speeds but the graphics card will not obey. I then reinstalled nvidia drivers, precision x and afterburner and still it would not work. One thing to mention is that shortly after the initial incident the graphics card went back to normal and the fans spun faster than 1200 rpm but then I decided to open the case and clean the gpu and when I rebooted the problem came back. I am really baffled by this problem and all help is greatly appreciated. I have owned this card for about 1 year and 4 month.

Evga gtx 770 4gb ftw
I7-3770 CPU
corsair tx 650 power supply
8gb ram

RoboticStixz, I'm not sure if you can fix the fan controller in your graphics card, it could also be the motor of your fan dying. But I suggest you on checking the fan connector in your Graphics card, and that it is properly placed and seated. You mentioned that you already cleaned the graphics card. If it all doesn't work, the only thing you need is a new fan or you could go with a complete aftermarket cooler but will cost more. I also don't know if aftermarket coolers will fit this card, Because aftermarket coolers were designed for reference design cards. To replace the fan you would need a new heatsink so the only option is to replace the graphic card and buy a new one or go with after market coolers. Cheers m8! :)

Yes, the temperature tends to be higher and the fans stay at the lowest speed.
The graphics card throttles down as much as it can but the temp keeps rising anyway.

I tried reinstalling the drivers for my card and it did not help. I also made sure to secure all the power connectors and that the card is seated well in the PCIE slot. My card has some dust in it but I cleaned it to the best of my ability. It's definitely not dust free... How should I go about cleaning it more throughly? I cleaned it previously with a can of compressed air.

The fans seem to spin just fine by hand, there is no resistance as far as I can tell. How would one go about fixing the fan controller?

Thanks for your input man. I called EVGA and started the RMA process. It seems like they are going to replace the card for me as long as it isn't accidental damage. I was just wondering at what temperature can one expect their gpu to take damage?
