Can someone tell me what software to use to clone 214GB of data from a 750GB HDD to a 240GB SSD with a 223GB partition.

That data size is a bit too close to the edge to be safe.
Get the actual used space to below 200GB.

Software to use?
Acronis Trueimage, Easus Todo, Macrium Reflect, Casper, the migration software included with a Samsung drive.

It worked in EaseUS when I got the amount down to 208GB.

Right.
But for an SSD, you really need to leave 10-15% free space. For a 250GB(238 actual), you really want it under 200GB.
