Can I allow my child's wireless laptop to access my home network (to print, etc.) but not allow access to public wi-fi sites?

My son is at that age when he wants to explore the internet. We have a family PC he uses that is filtered for content. But he wants a laptop to do school work on, and needs wireless access to our home network to print and also use the network storage device. That is no problem, but we want to block any internet access that he may be able to connect to at a library, restaurant, coffee shop etc. Can I set up the laptop to allow only wireless home network access and not any internet access?

I think the issue is when the kid is not on the home network.

OP, I would just set your kid up with a child account, which can be done in Windows 8.1, to set restrictions and filter web content.
