Yea, but that wasn't the problem, I had only recently taken it out of the case, as I was checking to see if the case was preventing a post... Unfortunately it still isn't working. I can confirm that it is not the GPU or PSU as I have tested both ina different build. I am leaning toward motherboard, CPU, or HDD. Thank's for the reply though!

 
In the video you dont have cable plugged in the GPU, plug it in and try again,

I am not saying that GPU dont works but that it cant work because it doesnt get power to work in the video you can clearly see that 6-pin PCI-e cable is not plugged in the GPU

if you have CPU with integrated graphics try with integrated graphics and turn on the PC without the GPU.

And it cant be HDD because even if you dont connect HDD you should still be able to access BIOS
