How can I get to command prompt without starting Windows 7.

I'm using a Toshiba Satellite C655 running Windows 7. I have no installation CD for this laptop but I do have other Windows 7 CDs for my other computers. Would one of those work just to repair? I have tried: holding down 0 and then power on but repair just takes me to blank screen.
tried to open Windows in Safe mode with command prompt, blank screen.
I am trying to repair blue screen with error: OxOOOOOOED UNMOUNTABLE-BOOT-VOLUME. Any help or suggestions would be greatly appreciated. Thanks for all your help...LOVE THIS WEBSITE.

You should be able to create a RECOVERY BOOTABLE FLASH from a good Win7 system.

Now Win7 created a Recovery partition when u first installed it, and I forget what key combination you do to get in, BUT AS LONG as that recovery partition is not damaged as well.
